On Thursday, Armstrong said his decision did not mean he would accept
USADA's sanctions. His lawyers threatened a lawsuit if USADA proceeded,
arguing the agency must first resolve a dispute with the International
Cycling Union (UCI) over whether the case should be pursued.

"You are on notice," Armstrong attorney Tim Herman said in a letter,
"that if USADA makes any public statement claiming, without
jurisdiction, to sanction Mr. Armstrong, or to falsely characterize Mr.
Armstrong's reasons for not requesting an arbitration as anything other
than a recognition of (International Cycling Union) jurisdiction and
authority, USADA and anyone involved in the making of the statement will
be liable."

The UCI and USA Cycling may pull Lance's name from the official's
winner's list of the Tour, but they will never force LA to cough up one
dime in prize money so it can be redistributed to the riders who moved
up one place, as is required under UCI rules, Tygart will never do
anything about this either, just like Phil Zaijcek and Kirk O'Bee never
returned any prize money for their DQ's from Nature Valley Girl and
Cascade Dish Detergent. The prize money forfeiture is NEVER enforced.
That's the big secret.

This whole Lance DQ sanction by USADA is nothing but a paper mache toy
that will never be enforced.
