Ban will never be enforced by corrupt UCI or UISA Cycling

Given that when riders are banned by USADA the prize money is never paid
back, nor redistributed to those who moved up one place, what is the
point of these bans?

In Cascade Classic and Nature Valley, Phil Zaijcek And Kirk O'Bee never
paid back a dime and that money was never re-distributed to those
cyclists who moved up one place. Likewise, Lance will never be expected
to pay back a dime of prize money.

My understanding is SCA will attempt to re-coup their $7.5 million. And
I'm pretty sure they will get it. But none of the cyclists who move up
one place will see a dime because the UCI and USA Cycling will never
enforce these bans.

Don't hold your breath for Velosnooze or cyclingnews to point out that
the UCI and USA Cycling aren't enforcing USADA sanctions though. Most
of their journalists will be in therapy for the next few years wondering
why they wrote about a jackass as if he was God.
