Perhaps all the switches and other controls (other than the steering,
accelerator, brakes, indicators and lights) should be disabled when the
vehicle is in motion?

What if you are using a phone to play music or audiobooks through the stereo? How is changing tracks on a phone any different from changing radio station?

I do not have a mobile phone and my Garmin Nuvicam has voice control. The car radio can be controlled through the steering wheel buttons.

Most smartphones can be controlled by spoken commands, and it gets
easier all the time as new models are released. The control can even be
exercised over the sat-nav function.
