Absolutely - they should be required to show that they have a bike,

In which case you have no excuse for not knowing the usual advice is
to lurk before posting. Dejanews^WGoogle Groups is a useful tool for
this purpose.

The aim is that Bikeability cycle training be offered to every 10/11
year old in the country.

A laudable aim. I would like to see it as a compulsory part of the
National Curriculum, like swimming is now.
