No citizen is obliged to obey such a self-appointed and self-important
"official". A police officer or a traffic warden (in uniform) may direct
travellers.

no barriers, and asked: 'Is there any action that could be taken in that
space to prevent it happening again?'

Of course - ban cycle racing on the highway and back up that ban with
criminal sanctions for organisers and participants. Let them hire a
stadium or a racetrack. Brand's Hatch and Silverstone may well be
available. Of course, it won't be free, and that's an obvious problem.

She walked into the road into the path of a moving vehicle after being warned by a marshal to use a designated crossing point.
Her fault.

Where the roads are closed to all traffic, and spectators are behind
barriers a good way from the track, this is exactly the same as racing
along the new king's road.

How about when the F1 GP prevents emergency services reaching those in need because the local roads are clogged with cars?

When I was in Monaco and there was a grand prix on, I wandered in front of Michael Schumacher, he swerved and crashed. He was wearing a helmet though and I wonder what he is like now?
