Last month a drunk Welsh guy managed to swim past the 9 turbine inlets of Hoover Dam because 8 were down. The previous 250 attempts were not successful.

No explosive vest would even dent the dam.

Barnes Wallis had to invent a whole new technology for breaching dams
from above.

Toxins are easily released into any reservoir in the world, the vast
majority of them a good deal smaller than Lake Mead. But getting anough
of the stuff into such a large body of water to make a diffence to the
water coming out of taps is physically problematical.
