Excuse my ignorance, but is this a known/accepted method for attaching a
front derailleur? Is it structurally sound?

The link shows an older front derailleur attached to the seat tube using
a pair of rivets instead of the band around the tube. The latter is the
usual setup for bikes of that era. These days many bikes have a fitting
either brazed, welded or glued to the frame.

The rivetting, if done properly, is perfectly adequate. A simple test
would be to attempt to wiggle it. If it moves at all relative to the
frame, it fails.

I've never seen this before, but then there is a lot I haven't seen. If you
don't care to keep the fram in the originaly condition it would be very easy to
drill out the rivets and then put on a clamp on derailleur.
