Default More pavement cyclists with no lights at night

Yesterday evening I drove the 2 miles or so into my local town to do
some shopping. It was dark, but there were still people walking on the
footpaths, despite which I saw (just about) three cyclists cycling on
the pavement with no lights and no light coloured/reflective
clothing! They must have been putting pedestrians at risk.
