Default Driver openly mocks man crashed in ditch as he pleads for help

A motorist filmed as he repeatedly mocked another driver to his face
while he was asking for help after crashing, telling him ‘you can’t park
there, sir’. The video, which has had thousands of retweets, shows a
blue Peugeot stuck in a ditch, with a man inside on the phone trying to
get help. The person filming the exchange makes fun of him and refuses
to tell him the name of the road, before the Peugeot driver says that
his wife is injured.

It was a cyclist's fault.

If she's been wearing a helmet she's have been fine.

The article ends with "Metro.co.uk has contacted Kent Police", but has
the van driver done anything illegal by not helping? ISTR that, in some
countries eg France, it's a legal requirement to help as best one can,
but not in the UK?

Not possible. Un-helmeted cyclists die within the first 50 yards of their journey.
