Just like around here. The Minneapolis brass are eager to paint an
image of the town as safe, so if someone gets assaulted or killed that
wasn't involved in criminal activity themselves then it was their own
fault for being in the wrong place at the wrong time. Sort of like they
got hit by a meteor, just a random fluke. Stay where you're supposed to
be and you'll be just fine... the brass has never recovered from being
"Murderapolis" a few years back. If they can't paint it as a fluke,
they'll find another way to blame the victim.

the scene photo parallels TdF et al.....a straight after a bend all fairly quick maybe 80-90 from the energy loss mowing thru the berm crowd.
