Conveniently "forgets" to reproduce the question about the thieving
cyclists (and that much was clear - the thief was riding a bike in the
first place, as seen in the video).

Jester still hasn't said which group of people he "thinks" should learn:
the cyclists who leave their bikes unlocked and unattended or the
cyclists who steal those unlocked bikes.

It's cyclists at fault either way.

It is, as evidenced in the video which *you* referenced, *cyclists* who
"think" it is acceptable to steal unlocked property.

What more evidence could even a clever person ask for (let alone you)?

It's all there in living colour: cyclists thieving (and, for good
measure, another cyclist failing to take proper care of his possessions).

When will either group ever learn?
