The chevrons, barriers and speed limit have been put there because there
is another very large group of road users that have difficulty going
down hill.

Since you are fluent in Unwashed Northerner can you explain why 'people' from Liverpool ask strangers 'Do you know where Simon is' just because you have a wris****ch and they don't?

Have you written your complaint against the Chief Constable yet?
