Default It is high time that the rest of the United States united in lettingCalifornia secede.

It is high time that the rest of the United States united in letting California secede. They won't even have to give California a financial sweetener: by itself, California will be the fourth to ninth richest country in the world, depending on how you count, and it is self-financing, fleecing its middle class more heavily than any other State in the Union. It may that the Western States will have to agree to a closed border with California, so that middle-class Californians can no longer flee the mismanagement of California's coastal elite by moving to Arizona.

It shows a picture of the Golden Gate Bridge. Tolls have risen to the point where it is presently $5 a crossing about to rise to perhaps $7 in the near future. This is to pay for maintenance on the bridge. But they have NOT been maintaining even the Golden Gate. Why? The paint on the Golden Gate has degraded to the point where it is allowing water to seep into the support wires and corrosion has gotten quite a way on. The Oakland span of the Bay Bridge rather than given to an American company was awarded to a Chinese company with nearly an identical bid. Then they allowed the Chinese company to insert "improvements" that more than doubled the cost of the bridge. We have since discovered that there isn't one single strand of steel anywhere in the suspension OR INSIDE THE CONCRETE SUPPORT STRUCTURE that meets the US standards. Many engineering analysis say that in the case of a large local quake that the bridge is very likely to collapse.

The mismanagement of every single vestige of California under the liberals is unbelievable. Presently the snowpack is above normal levels. All of the reservoirs in the state are overflowing and they're opening the flood gates because of increasing rainfall. They just announced on the TV the 58% of California is still in severe drought conditions. Since the entire snowpack in northern California is about normal, the central valley water table is back to normal. southern California has been experiencing record rains and all of the reservoirs are filled except where the flood gates have been opened to prevent the dams from being overloaded in the continuing rains you have to ask what 58% is dry.

The liberals simply believe that if they NEED something to be true to retain power they need only say it. So far it appears to be working since the college students will march in the streets to Save The Eucalyptus.

Jay ... balanced review. remember China has an active bridge building industry n we do not so keep eye on the cost overruns.

My experience with Californians is not so grate once away from JPL. I read splitcessions from North to South n have experienced the talk ...and extreme hostility to tourists who doahn give prostitutes money for nothing...off course all Californians are prostitutes so it's heavy going.....

Sorry - the governor does not buy or sell. This is the job of the legislature which was TOTALLY controlled by the Democrats. Brown, on the other hand, represents his controlling party.

It really gets tiresome when a fool must make himself heard by shouting nonsense above the crowd.

Default It is high time that the rest of the United States united inletting California secede.

Actually, the best economic choice that blue states like California
could make would be to let most ofthe red states secede, since the red
states get more in federal tax dollars than they contribute. To put it
another way, the dreaded liberals subsidize the conservative "taker"
states.

Conservatives are great at campaigning but lousy at governing.
Apparently when you believe government is necessarily incompetent, you
tend to elect incompetents.

Nice little bit of theater from the Republicans yesterday, though.
Entertaining if transparent.

California and Washington state receive 9% more than they pay. The states that are red and make a lot more in taxes are also historically poor since the civil war. The pretense that the "red" states take more than they give simply ignores the fact that they have done this under every single administration for over a hundred years.

Legislatures appropriate funds -- approve bonded indebtedness and can ratchet down the scope of a project through funding, but it is the executive who accepts bids, vis., CalTrans picks its contractors -- not the legislature.
https://en.wikipedia.org/wiki/Easter...and_Bay_Bridge

Here's the funding bill -- no mention of China. http://leginfo.legislature.ca.gov/fa...200520060AB144

Conditions on funding for Oakland Bay Bridge:

(9) The estimated cost of replacing the San Francisco-Oakland Bay Bridge listed in subparagraph (H) of paragraph (4) of subdivision (a) is based on the following conditions:
(A) The new bridge shall be located north adjacent to the existing bridge and shall be the Replacement Alternative N-6 (preferred) Suspension Structure Variation, as specified in the Final Environmental Impact Statement, dated May 1, 2001, submitted by the department to the Federal Highway Administration.
(B) The main span of the bridge shall be in the form of a single tower cable suspension design and shall be the Replacement Alternative N-6 (preferred) Suspension Structure Variation, as specified in the Final Environmental Impact Statement, dated May 1, 2001, submitted by the department to the Federal Highway Administration.
(C) The roadway in each direction shall consist of five lanes, each lane will be 12 feet wide, and there shall be 10-foot shoulders as an emergency lane for public safety purposes on each side of the main-traveled way.
(c) If the actual cost of retrofit or replacement, or both retrofit and replacement, of toll bridges is less than the cost estimate of four billion six hundred thirty-seven million dollars ($4,637,000,000), there shall be a reduction in the amount provided in paragraph (4) of subdivision (b) equal to the proportion of total funds committed to complete the projects funded from funds generated from paragraph (4) of subdivision (b) as compared to the total funds from paragraphs (6), (7), and (8) of subdivision (b), and there shall be a proportional reduction in the amount specified in paragraph (8) of subdivision (b).
(d) If the department determines that the actual costs exceed the amounts identified in subparagraph (B) of paragraph (8) of subdivision (b), the department shall report to the Legislature within 90 days from the date of that determination as to the difference and the reason for the increase in costs.
(e) Notwithstanding any other provision of law, the commission shall adopt fund estimates consistent with subdivision (b) and Section 188.6 and provide flexibility so that state funds can be made available to match federal funds made available to regional transportation planning agencies.
(f) For the purposes of this section, “principal obligations” are the amount of funds generated, either in cash, obligation authority, or the proceeds of a bond or other indebtedness.
(g) (1) Commencing on January 1, 2004, and quarterly thereafter until completion of all applicable projects, the department shall provide quarterly seismic reports to the transportation committees of both houses of the Legislature and to the commission for other seismic retrofit programs.

There are may other sections, and I may have missed something and invite you to show me where the California legislature picked a Chinese contractor to retrofit the Oakland Bay Bridge.
