This is to pay for maintenance on the bridge. But they have NOT been maintaining even the Golden Gate. Why? California and Washington state receive 9% more than they pay. The states that are red and make a lot more in taxes are also historically poor since the civil war. The pretense that the "red" states take more than they give simply ignores the fact that they have done this under every single administration for over a hundred years.
