I think you mean "motorways" (which are to get the motorised traffic away
from the normal roads).
Yes, non-motorised road-users (and some slower motorised road-users) are
generally banned from motorways.

I think bull**** will find that you just about need a permit to drive a
horse and cart anywhere these days. STBC.
