Default Failure of folding bike -- user error or bad manufacturer?

The set of photos shows a small, cheap folding bike which after several
years of service had the steerer break off, leaving the bike
uncontrollable and resulted in a crash. Consensus on the Dutch group by
now is that it was, in fact, shoddy manufacture. Comments?
