Default Hiding GPS In the Down Tube

Instead of screwing around with heavy locks which are already more expensive than smart phones, or, rather, smart phones are already cheaper than locks, what is the hold up GPSing bikes?

I would expect that the down tube would mask the signal to some extent
and charging it up every two days would be a pain. Walking home would
also be a nuisance.
