Quota met on signing dopers?

So is it a quarterly or yearly quota? How long do they need to wait
before signing Rasmussen?

rasmussen never tested positive. his main problem is he is a loner/

So what you're saying is that Rasmussen isn't using drugs and didn't to
obtain those results in the TdF?

he was forced to quit the tour because he was fired by his team. he
didn't fail any doping test.

his team knew he was shady and wanted to cover their ass as much as
possible. the whereabouts issue could easily have been weaseled out
of. he had already evaded OOC tests.
