Default So why is Ullrich not "clear to ride" ?!

From CN : "In addition to Italian Basso, the Russian-financed team is
said to be courting German Jan Ullrich and American Tyler Hamilton.
Both Basso and Hamilton are clear to ride, and the former was cleared
by the Italian cycling federation two weeks ago, stating that he
desire to return to cycling even if it is not in a ProTour team."

and '"He must first free himself of the doping charges stemming from
the investigations in Spain," directeur sportif Omar Piscina told
German Welt magazine. "And he needs a license. He won't get one in
Germany or Austria, and it looks bad in Italy, too... I don't believe
that he will be able to clear up these questions in the next few
months."

The licence part I can get, but why on earth would Ullrich be less
"clear to ride" than any other rider involved in Operation Puerto ?

Mancebo ? Admittedly had Ullrich waited a bit and not walked out of
his t-mobile contrac and Swill licence he would probably be in a
better shape !

he didn't walk out on his contract, T-mobile sacked him.

Not something they were legally allowed to do (see Mancebo and AG2R)
but apparently they couldn't fight it because his idiotic manager
(Strohband ?) boasted he would never again race for T-Mobile.

It seems that Ullrich and co's business tactics are just as bad as
their racing tactics !
