Default Giro gear question, Stage 4

In the live report of Stage 4, Giro d'Italia we are told

17:24 CEST Julio Prez (Ceramica Panaria-Navigare) last
win came with the 2005 Giro del Trentino. He is using a
53x29 gearing.

Is this 53/29 that is equivalent to 39/21?
Any comments on his set up and
what it is meant to accomplish?
Would these guys need a gear lower than 39/25?

Probably trying to break his chain again. I think this is the same rider
that broke his chain in the Giro and the Tour in the same year.
