eg; Three times over the last five of years they've altered a local
roundabout here that has cost hundreds of thousands and caused chaos on
the roads, only for them to put it back to what the original layout was.

You're lucky they actually restored their cock up. Not here they don't.
The justification is that the change made it safer and safety features
can't be removed. Except it isn't safer and yet another attempt has to
be tried to further hinder traffic flow.
