It sounds like bored kids doing something stoopid without thinking.
That road is hardly the place you would string it to get a cyclist and
cyclists are not very common around there - you'd be far more likely to
catch a car instead. To get a cyclist you'd be much better on the NCN2
route which passes a couple of hundred yards away on much quieter (but
still pretty much cyclist free) roads.

If they are caught, not treating them appropriately will simply
reinforce their stupidity. I suggest that is not what is wanted.

I agree; while some kids are evil and malicious,
many more are reckless and negligent.

And (in law) motive matters.

Had the cyclist been killed the crime would probably be manslaughter
not murder.

Wounding with intent to cause injury would probably be the correct
charge in this case, and is a very serious matter.

The place is less than a mile from my partner's father's home. Though
there are many motorists, there are more cyclists about there than here.
