Pavements are a free for all with confusion over which are permitted for cycling, then mix in mobility scooters and pedestrians more concerned with their phone conversation than looking where they're going. Before excessive motor traffic swamped the roads there was no reason to cycle anywhere else.

If in any doubt about the legality and morality of it, don't cycle along
the footway.

A nice easy rule of thumb.
