What other reason would there be? Are there any credible circumstances
(other than the most contrived of unlikely scenarios) where a push-bike
would be faster than a mortor-bike, evcen in congested urban areas?

Clearly, they choose the tool for the job. Now provide a new excuse to
explain why they can't use something "better" Nugent (tm).
