Default Manitou TPC repair

I bought a used Manitou suspension fork (not sure which model) with TPC
dampening system. It was working fine but I found a puddle of oil
beneath the fork after a winter storage and now the fork is stiff
solid. Any suggestion what I should do?

Thanks,
Vinh
