headlamps in broad daylight, cycle on a busy road when there's a

What if they are enjoying themselves? You have no right to interfere
with that by physical threats such as throwing up stones from large
vehicles at them. Yes, you do have a right to be offended, as long as
you do not act on that with physical threats.
