Default WTD: tires for "Jim Dandy" Surrey 50s

Hello,
I'm am trying to restore my childhood surrey for my kids.

The tires on it are solid rubber and split.

2) back tires : 16 x 1 1/4"
2) front tires : 12 x 1 1/4

I will change the whole wheels if necessary.

Anyone have any ideas?
