From the Guelph Tribune:

'City staff have proposed a code of conduct in leash-free zones in parks
aimed at reducing conflicts between dog owners, cyclists and joggers.

Residents using designated leash-free zones in parks "have experienced
inappropriate behaviour from bicyclists and joggers who speed up by dogs in
these areas", said a staff report that was to be considered at last night's
city council meeting.

The bicyclists and joggers have also complained about being chased by dogs
that are not under the care and control of their owners. "It is a natural
instinct for dogs to chase runners and joggers as well as other running
animals" the report added.

Council's community services community decided last week to recommend to
council that a code of conduct be developed for bicyclist, joggers and dog
owners and it be posted at the entrance to each leash free area in a park.

The code would require the bicyclists to dismount while inside a leash-free
zone, the report said.

As well joggers would be required to stop jogging immediately upon seeing a
dog while in a leash-free zone or to avoid the leash free zone altogether.

The code would also state that dogs must be under the control of a person
at all times in the leash-free zones.

Under the city's dog bylaw, dogs can be unleashed at anytime while under
control of a person in some parts of the city.'

Here's an idea; Fence in the leash free area!!!! Dogs run loose and
other park users are unaffected. works well in NJ!!!

A better idea: nix the leash free zones. I'm a longtime dog owner and I love
dogs. It's a modern urban myth that dogs need to run free. If people want to
do that, let them go find a place out in the country somewhere. I can't
count the number of times I've had encounters with big charging unleashed
dogs along bike paths in the city, both as a cyclist and a pedestrian. It
wouldn't be so bad if it didn't also coincide with the apparent fad for very
large dogs.

I hope one of the bicyclists takes a gun, kills Fido and leaves the mutt
where it falls.

Amen. It's ridiculous to expect anyone to have to adjust their actions
for the pleasure of another. Cyclists and joggers have a right to move
freely, bolstered by the expectation of bike/ped path use. Animal
owners do not have a right to let their pets roam free, merely an
applied privilege.

Any dog that comes at me, and looks threatening, will receive an
application of self-defense. These are beasts, no matter how we wish
they were human.

If dogs are known to run and chase, why is it my problem all of a
sudden? This has been known for years.

Station a dog catcher at one end of the zone, and let him catch all the
dogs that chase the cyclists and joggers. Those dogs obviously are NOT
under control of their owners.

Why should a dog, in a fecking 'leash-free zone' in a *park* (note, not a
road), have to adjust their actions for the pleasure of bicyclists? Dogs
and dog owners in a 'leash free zone' inf act do have the *right* to let
their dogs run free. That's the point of such a zone.

Any dog that exits the leash free zone sans leash is clearly in violation
of a few ordinances, so give them a hefty fine. Here's another thought:
Why the hell are the bike paths going through the leash-free zones in the
first place?

The problem is that the paths through the parks pass through these zones.
Further they are not for the exclusive use of dogs and their owners but an
area where dogs are permitted to be off leash providing - and this is the
pertinent point - THEY ARE UNDER CONTROL OF THE OWNER. If they are attacking
joggers and cyclists they are not under control.

They are saying - in effect - that if you want to use a MUP that runs
through the parks you must dismount and walk your bike through these zones.
