Obviously those who present the biggest threat to life and limb deserve the application of the most laws than those who don't. Motorised transport in the UK has many tens of thousands of laws which can be expensive and difficult to comply with (often with draconian penalties), controlling it, and to a large extent those laws work and the average driver obeys them. Cycling has a tiny number of laws which are simple, cheap and sensible to obey, yet the majority of cyclists not only ignore them, but quite deliberately and openly flout them, and even boast about it.
