First thoughts, why get upset about such a minor inconvenience.
Then again it represents typical motorist arrogance, 'cyclists must use cycleways but I can park in them when it suits me.'
I wonder what would happen if a cyclist left a bicycle lying in the road whilst he loaded his panniers.
