yes, it means that the police want people to come forward that witnessed the
attack. (not too bright these cyclist types)

Rather different to waiting a few months and the defendant asking fellow
cyclists as in the Oxford Street case.

Nah, she's clearly trying to pevert the course of justice according to
some here.

"Although Mrs Powell spoke to a woman in the car behind she was too
shocked to think to take her details, and is appealing for any witnesses
to come forward."

Not one of the drivers in the queue rushed forward to volunteer their
help at the time. I wonder why?

No excuse for that behaviour, but technically he did not attack woman
in car, he attacked car with woman standing nearby.
Sorry if that doesn't sound so dramatic.

frightened of the lunatic cyclist maybe. or more likely the present malaise
of 'it's nothing to do with me, so I'll look the other way'
In the circumstances the driver would have been perfectly ok to mow him down
and hospitalise him (according to some on this NG)

Correct. It's "only" a serious instance of criminal damage rather than an
assault.

It still has to be doubted that he would have dared do it if the vehicle's
nearby owner had been a 6' 3" off-duty squaddie instead of a female.

In much the same way, motorists rarely shout abuse at 6ft squaddies
riding bikes - it's usually women or older folk they like to target.
