Well, if you believe the black-magic theories, it's because of
training for races later in the season. We're told by the like of
Victor Conte that most useful doping is done outside of the
competitions for which it is intended., so why wouldn't person X dope
for Gila if targeting European competition later in them month and in
the summer?

You do understand that doping at a small race like that still has a chance
of positive tests? Especially since the DO test the top three riders 100% of
the time?
