Default If cyclists stay off footpaths they would avoid rope traps

"A PUPIL was garotted by a rope and left with neck injuries after yobs tied
it across a path near a school.

Michael was riding home from school and did not see the rope which sent him
flying from his bike."

Happily no major injuries are reported and obviously the rope trick is
completely unacceptable, but why is the cyclist on the pavement and unable
to see/stop before hitting something?
