Besides the actual date of implementation of DST varies from Country to
Country.

I would imgine that CET is as easy to use for a base as any, given that
the tifosi are scattered around this soon to be barren rock and some of
them surprisingly, have IQ's in excess of Double Digits,

Incidentally, the Vuelta just fired up a Coupla minutes ago

Now if some ****** is in the East coast of La-La land, he can easily
compute that his aadjustment is 6 Hours by taking the algebraic sum of
of the two offsets from GMT.
