Default Mudguards

Why is it only a few Audis and VWs have mudguards? Why is every other car maker so selfish that they allow spray from their rear wheels to land on the windscreen of the car behind? Why doesn't the DVLA get their heads out of their Welsh arses and make them compulsory?
