Are you looking for one that actually bolts to the stem, or one that
goes under the headset locknut? The perspective on that picture is
kind of weird, so I can't tell how big the mounting hole is.

Depending on how many you want, you might be able to find them at a
local nonprofit community bike shop (the kind of place where BSOs go
to die and/or be reborn). There's often a bin of such things that
collects as bikes get broken down into subcomponents.

Chalo, that's a great suggestion. I'm going to check around and see if
Bend has anything like that. Could be a great resource.

BSO -- I like it.

Headset lock nut. The one in the picture is a Cat Eye H-3.

Maybe there's a shop somewhere that has a bunch of them.

Bikepartsusa.com has a kit of four reflectors and two brackets that
includes the one you are looking for. It costs about $6, which seems
pretty high for what you seek. If it saves you a lot of driving
around to find one or two, it could be a reasonable bargain.

Yeah, I saw this on Amazon too.
for $4.19 plus shipping.

Well it was a good thought, but the one I have is for a narrower
diameter threaded headset, and I suspect that all of them are the same.
