Just one thing though: this article suggests that Paris' bike sharing system was a pioneer, but actually Lyon (France's second largest city), installed such a system before Paris did. I have seen interesting things while these bike sharing systems have been developing. They really increased the number of cyclists, including some people that were obviously not used to it, and in turn, forced car drivers to take them into account. I have also seen some shared bikes with interesting design, such as shaft-based drivetrains, or single blade forks. -- Tanguy |

First, make sure any vendor is capable of providing the mandated service from the first day of the contract. This includes a smooth transition when changing vendors. One may assume the replaced vendor will completely cease operations one second after the existing contract's expiration. The new company must start operation before the new contract starts. The infrastructure must be in place and operational. The bike check-in/check-out could be simulated until the contract actually begins. Second, the public outcry against the service interruption shows that biking around Paris is enormously popular. |
