From what I hear, Kirsan was sent there by Putin to try to protect
Russian interests in Libya. Kirsan is not a lounatic. He is a very
smart and crafty Russian Mafia boss who has long been a gofer for Putin.
KI is also a murderer, having arranged the killing of a Russian
journalist who was writing critical article about his rule in Kalmyka.
The man is scum.
