It takes a pretty lively acid to clean out the hot water tank and there's a
big market in limescale removing bog cleaner.

They usually contain either hydrochloric or phosphoric acid.

There is 10.5 million cubic kilometers of fresh ground water on this planet.
There is also almost 13 million cubic kilometers of saline groundwater.

Limestone is a sedimentary rock that is placed in layers from settling out of water. If you find limestone there isn't much water close by.

Lime scale can be removed at about the same rate it is deposited by water. Decades. Generally you want to do that faster and so they use highly acidic compounds.
