Santa Monica's Illegal Overarching Bike License Statute
=v= The LAist reports that Santa Monica, California. is
onerously enforcing a local statute require all bicyclists, even nonresidents, to have bicycle licenses: http://laist.com/2009/10/02/santa_mo...hrow_you_i.php (It is expressly illegal under California state law to require bicycle licenses of nonresidents.) =v= There is a similar problem in El Cerrito, California, where police are enforcing a local statute that requires adult bicyclists to wear helmets.
