Help! Anyone know where I can find 700x25 or 700x28 road tubulars for use on
a touring bike? Thanks.

A couple of options are available:

Challenge Paris Roubaix (Thailand made using the old Clement P-R molds)
700x27 tubular tires for $49 each he

Caveat - I heard these can be *lumpy*.....

Alternatively, if money is no object, Andre Dugast also sells fat 700x27
tubular tires for $115 each he

I also understand Tufo makes a 28mm wide tubbie, good luck finding it....
