Cycling the miles is no different to driving to a golf course or going
to the seaside. So yes, if they are on the bike, they are not doing
those other things.

It is different. The cycling is the activity not the travel. People
don't drive for four hours to get to the golf course and back whereas
many leisure cyclists will ride for four hours, or six, or even longer.

The distances are equivalent.

The distances are irrelevant. When considering congestion it's the time
spent on the road that is important.

Congestion is a function of distance travelled and number travelling. A
cyclist might cause a short periods of irritation to a few drivers but
they don't cause congestion.

Cyclists don't cause congestion because they don't get stuck in "traffic".
They are always moving, unlike cars.

....and nowhere more so than at red traffic lights.
