Does anyone know of a make of water bottle cages who make cages for
carrying large (1L or more) stove fuel bottles?

You can make one easy enough. Start with a wire type bottle cage and cut
the side parts away leaving just the bottom. Put a large hose clamp
around it to hold the bottle in. There is one I use for an auxiliary
fuel tank on my power assist Tour Easy:
