Dear Phil,

1. If you mean genetically altering a fully-formed athlete, that is
not possible with current or forseeable technology. You would need to
start with a fertilized egg or early stage embryo and wait 20+ years
for the results.
2. Would this kind of approach break any of the existing rules?

Theoretically, even a whole team... plus identical
replacements, for long events, who could swap out for a
fresh copy daily!
