Checklist for putting together kids bikes

I've volunteered via work to help out with a charity giving away kids
bikes. They needed people to help put them together on the day. Not sure
if the bikes will be new or used or a combination. I reckon there's
likely to be some scary stuff to see so was going to put together a
checklist for each person to use. Looking for suggestions as to what
should be on there. My initial thoughts were;
- check both brakes are working
- check/tighten wheel nuts
- check/tighten handlebars
- check the wheels spin and are not wobbling all over the place
- check chain tension

Any thoughts??

check for cracks in frame
check condition of tyres
check / tighten seat post and saddle nuts
check / tighten pedals and make sure both pedals spin freely
check condition of and maybe replace brake pads
check / tighten stem
check for broken spokes
check public liability insurance :-)

It seems obvious but it's not on the above lists:
- check proper tire inflation
Less obvious
- check headset is tight

I would add to this and check to make sure that the levers are adjusted so
that they can be reached by small fingers.
