Default tire slipping off the rim

I've had some 1.5" slick tires mounted on my commuter bike (old hardtail
mtn bike) for a couple of years. This past winter I didn't ride the bike
at all, and I finally brought it out of the garage this last weekend. Of
course the air pressure was low so I pumped up the tubes. But now the tire
on the front wheel no longer stays on the rim. As soon as I get something
like 20psi into the tube, the tire slips over the rim.

What gives? The tire is a Tioga 26"x1.50" city slicker, and I'm using a
1.50" tube. The rim is old, I don't know what it is off-hand (probably
either a Sun or Mavic). I don't have much time for fooling around with
bike stuff these days, and I'm not sure if I should go out and get a new
tire or if I need to upgrade the rim/wheel. Getting a new tire would be
the easiest thing to do, but I don't want to spend $30 on a tire only to
have spend another $200 on a new wheel.

Any suggestions?

thanks

Bead's not seating is all. Pump up to ten or fifteen psi, then disconnect
the pump and bounce the wheel a bit to make sure the bead gets seated.

The wire bead likely got a little warped from sitting around flat. Nothing
to worry about.

Buy stuff where it's cheaper. Seriously. $200 should get you a
*pair* of really good wheels. $15 will get a decent (if not stylish)
slick in a 26" size. Chances are good that the tire is all you need,
but if not, then the wheel would be a prerequisite no matter what else
you did.
