to the coming season knowing that we will only be watching clean riders from now on.

You're right. There ain't no way professional cyclists will
be just saying "no" to performance enhancers. They will
continue to look at the guidelines and they will continue
to use performance enhancers and they will just be more
careful to stay under the limits. As long as WADA publishes
a set of rules and limits these will serve only to make riders
a little more wary until they develop reliable cheats.

That's what humans do, for Pete's sake.
