I don't believe there is any such expectation. The expectation is that
the driver ahead does not come to a sudden stop just because he/she
feels like it. We can't see what's ahead but the bike rider could. In
the ordinary course of events, it is usually possible to see beyond the
vehicle ahead and act more or less in tandem.
