Default Working out climb difficuties

How do they work out a climb difficulty, IE the steepness of it.

Like I am in Brisbane, what would Mt Cootha be? as compared to the TDF's Alp

Comparing the numbers from www.cycle2max.com and from climbs in the TDF
(current and past years), I reckon Mt Coot-tha would rate a Cat 4 or Cat
3. It is not very long (about 2.5km), but is quite steep (~10%).

PS. I just looked at the numbers for Mt Glorious: 270m up in only
1.8km. If those numbers are right, then I fell better for finding it so
damned hard! 15%? sheesh!

You seem to assume that difficulty = steepness? It seems to be more
a matter of total climb though. I found the FAQ he
