Default Are ALL Campy front brifters double/triple compatible?

Not hoping to re-open the age old Campy/Shimano war; just a simple
question...

I am shopping (eBay, etc.) for upgrades for my "antique" (late 1970s)
10-speed, which is already a 21-speed. Many of the ads refer to the
Campy shifters as "for a double" or "for a triple" but it was my
understandding that Campy used a ratcheting system that made double vs.
triple moot, facilitates compatibility with Shimano front derailers,
and allows trimmming.

Were early 7-speed and 8-speed Campy brifters less universal?
