Default Old Raleigh single-speed freewheel removal

A friend has an old Raleigh clone which needs the rear bearings
replaced.

There doesn't seem to be any obvious flats for a Prk FR6 or similar
tool to remove the freewheel, only two circular pin-holes. Does anyone
know the proper tool/technique to use here?

Better, is it likely he can replace the balls without removing the
sprocket?

I'm not an expert on these old bikes, but I never used to take the
freewheel off to mess about with the bearings. If you can undo one of
the cones then it should all just come apart.

clean the dirt from the freewheel cover plate to see
brand/model. It may well be an Atom splined remover
depending on your Raleigh year and model.
